fix: resolve duplicate migration timestamp for vehicles table

- Renamed 2025_10_10_034707_create_vehicles_table.php to 2025_10_10_034708_create_vehicles_table.php - Migration now runs sequentially after drivers table creation - Resolves PostgreSQL duplicate table creation errors in CI tests
